Upon reaching the Riverside residence, responding police officers discovered two dogs living in what was described as "inhumane conditions," with visible signs of mistreatment and injuries. Shockingly, one of the dogs had a zip-tie fastened to its mouth, serving as a makeshift "muzzle."
